How to make new photo or now photo become Old Photo like Photo in 1960 years. Follow this step :
1. Open phototshop then open Image or photo 
2. Ctrl+ J to duplicate layer background. click Image > Adjustment >Hue / Saturation
dont forget to check Colorize
3. Make new layer click Layer > New > Layer
4. Give colour in layer with Radial gradient Black - White
5. Change layer effect become SOftlight
6. Open file Scracth which help to make old photo.
Download : Right click > Save target as
7. Drag file scratch in the photo which has been edited
8. Operate Scratch which has been dragged in the ke foto, place in the top layer, change layer effect become Soft Light
9. Make white edge in photo, because almost old photo have white edge
Make new layer, then make square with rectangle marquee tool (look the example)
10. click Select > Inverse, give white colour
11. press ctrl + D to remove selection
The result like this :
